I'm going to be replacing the lower windshield cowl, along with installing an alarm kit, and I'm wondering if a special tool or a simple puller is required to remove the wiper arms from the shaft. Remove the plastic cap, remove the nut and.....?

wiggle the sh!t out of the arm!
I was going to remove the wipers when I pulled my intake manifold off but gave up. I believe their is a 17mm locking nut under the plastic cap / cover that needs to be removed first.

They make a tool but you can usually wiggle them off. Before you do put a strip of masking tape on the windshield and mark on it with a sharpie where the blades lie so you can put them back on in the same spot.

Looks like it's wiggle the daylights out of the arm, which has worked for other cars I've owned & wrenched on. Of course with my luck being what it is, there may be a small puller in my future. Guess I'll find out this weekend.

The arms! Good thought! I'm notoriously lousy at spray painting, so I think I'll try cleaning them up to remove oxidation. Maybe a little clay bar. I may even have some Meguires non-abrasive cleaner. I'll see what I come up with.

I removed mine and painted them a few weeks ago! Super easy and they look brand new! I used some trim and bumper paint and it worked great!

Did a little work today:
Replace lower windshield cowl.
Replace cabin filter.
Install OEM alarm kit.
Replace wiper blades.
Clean up & polish wiper arms.
Everything in the cowl area got wiped down and vacuumed out in the process. There was quite a collection of leaves in there! Toughest part was bolting the alarm siren in place because of the care that must be taken to NOT drop fasteners. It's amazing what you can do with painters tape and a piece of string.
The wiper arms did indeed come off by wiggling - easy.
I didn't paint the arms because I didn't want paint to end up scraping off at the hinge point. Instead I just cleaned and removed oxidation using Meguiar's Ultimate Compound. It was really easy to use and the results can be seen in the pic below.

Wow crazy before and after. I just got a quote on the Cowl from my parts guy. That is on my to-do-list once I hit cosmetic issues.
How long did it take to replace and clean up the wiper arms?

It did come out pretty nice. It was just a bunch of oxidation that got cleaned off.
I have no idea how the black is done on either the arms or trim. The wiper arms have a powder coat look to them; maybe the trim is the same? Just mask the paint carefully.

Took me a couple hours, but I was going at rookie speed plus the alarm install. To do just the cowl again? About an hour, with the arm polishing and wiping stuff down.

Cool sounds like an easy fix then. My cowl is so degraded. It is missing most of the lip that overlaps onto the actual windshield glass

Shadowline will most likely need something more abrasive. That compound probably won't be enough unless you don't have very oxidized trim.

I replaced mine a while back and it got all chewed up this winter since I was not in a garage for the first time in forever (scraping the windshield). Now I'm debating if I want to go through all that trouble again for aesthetics...
