Here's another guess: The tool is used to remove or install small springs. One loop end of a spring is attached on the device where it is to become part of the operating assembly and the loop at the opposite end of the spring is put onto the peg pin of the tool in the picture. The c-shaped portion of the tool rests onto a bolt or rod that acts as a leveraging pivot point. The tool is pulled to stretch out the spring until the loop on the tool reaches the corresponding pin on the device assembly where it is to be permanently placed. A lot of words to say the tool is used to put on or take off small coil springs in tight places where it would be hard to use pliers to pull the spring out to get onto or off of the device assembly.
