This is what a brand new wheel looks like - completely matte and almost grey in color, pics taken the day after I installed a brand new out of the box wheel (for $500 - too bad they're not that price anymore):

With that said, perfect trim (like yours) is hard to come by on a used wheel, so there's some value there. It is pretty hard to find them with the leather in that condition where the grain is still very easily visible.
I'll take pics of mine in different light / angles. My wheel certainly does not have the shine.
No idea what the “shine” is. I’m just happy it has paddles, buttons, and good feeling leather.
Shine is another way of saying hand grime or grease that is baked into the leather
