They are used to fasten the front bumper to the bumper carrier. You MIGHT be able to get away with tightening with the bumper on, but taking it off would be easier.

Buy the tool and save yourself a little heartache. I did both my cars without it. I used a pair of vice-grips and a pair of pliers to accomplish the same thing. One car I was able to do both fittings...
