I think you're right. I remember having one like that where you put the pencil down the hole, hold the base and turn the top with the pencil.

This is only part of a tool right?
Now that I look at it some more I think that's a part of something used to cut wire.
Pipe benders are always curved so as the pipe bends the pressure point moves.
Obviously there's some parts missing but I think it's used to hold a round object down.
