Good catch. The needles are not red like they are on a zhp.
However there is no tamper dot on the cluster.
However based on the vin decoder it is a zhp

I did a lot of research before getting in too deep. I talked my CA who sold me and my wife's current cars at Pacific BMW, and he pulled the vin and found the date that the original instrument cluster failed and the BMW dealer who replaced it. He confirmed the original lease date from momentum BMW in Houston and he confirmed zhp package in the original build.
