    No, I think it'd only be half the change, i.e. 5 mm.

    Edit: Also, it'd only be effectively the same as adding 5 mm to the offset if you're considering clearance on the inside of the wheel; it'd be similar to subtracting 5 mm from the offset as far as outside clearance is concerned.
