Rust can be common on e46 if you live in the area with salty winters. Many of the e46's I've come across in Germany have some rust bubbling on front and rear wheel arches, but Germans put ridiculous amount of salt on roads.

Yes sir, I'm sure it was from the previous owner who was a huge BMW enthusiast (had 5 BMWs when I pulled up to buy this one from him) leaving this particular car outside during Michigan winters and also the fact the it was his daily during the winter for 2 years. The car was not driven by me at all in the winters I've had it and has always been garaged. Which is why I think the surface rust has not grown at all. I have also made sure to be careful after washing the car to make sure the area is completely dry so that it has no chance to grow any bigger, it really has not been as bad of an experience as I thought it might be. At first I was sure I would want to get it fixed but it is not visible unless you open the door and look closely at the door-sill so why fix it if it is not getting any worse are my thoughts currently on it.
