To do it properly, the bumper cover has to come off. Some have inflated balloons behind the grille to minimize over-spray & painted it in place - Google it!

I looked into this when I was thinking of getting an euro bumper. Personally I'd remove the bumper cover - by the time you mask the car off properly both in front and behind the lower grill you could've just removed the bumper and the grill, which is just a few clips. To remove the front bumper I believe it's just the outer fender liner screw, foglight connector, and the vertical bumper bar bolts on each side. Then the connectors for the horn once the bumper is partially off

I don't recommend it, but I actually did manage to pop it out of place, remove it, and reinstall it without removing the bumper cover with much bending and finagling. If I had to do it all over again, I'd definitely remove the bumper cover for the best results.

Yep, the bumper is that easy to remove. The only annoying part is that you have to take the front tires off to get to all of the fender liner screws. It's cake if you've already got the car up though.

Easy to remove bumper and paint. Easy to leave on the car, tape off, and paint. I've done both. (As said, make sure you put something behind it too, like a piece of cardboard.
