If it's anything like Jersey, police cars can be exempt from the tint law for a number of reasons including surveillance, K-9s, etc.

Of course on the flip side, a ton of cops in Jersey are hypocrites and have tint on their personal vehicles....

I'm just trying to understand how they can say it looks fairly stock; that front bumper completely changes it. To me, doesn't look like a ZHP, but instead a custom-kitted car, just because of the wheels and the front bumper. That's how profound an effect it has on the overall package.
