Bolt that holds down temporary spare?

I noticed that my spare tire is no longer secured.

Don't know at what service whatever should be screwed to this threaded screw thing was misplaced, but I need to figure out what goes here.

Anyone know what part #s I need or where I could find what holds down this round notched plate that secures the spare?

Kind of surprised as it looks like kind of a big open space to fill with just a wingnut -- but my stupid spare rattles around without this...
