Need Inspection Station Recommendation in or near Baltimore

A friend of mine just bought a 2004 325i from my neighbor (in VA). He lives in Baltimore, took the car for State inspection, and failed, saying he needs $2,500 in work. One of the things was an oil leak, but this was just fixed before the sale--car had a thorough going-over. So we think the station, where they also do repairs, is crooked.

Any recommendations on a reputable Maryland State Inspection station in or near Baltimore?
