Not actually a terrible price. The burnt section is a little strange.

The burnt part is probably from the battery terminal. He probably modified it the other way in which you just cut the bottom of it just enough so that it clears the bar. But he cut too much lol

I wouldn't buy that...as Gary said you can find them in better condition for the same or a little higher pricing.
