Can't remove firewall panel

I am trying to install an alarm sound module on my car using online guides. I cannot remove the panel that exposes the air blending gear and alarm wiring near the firewall, as described at minute 1:50 on this video:

The panel seems to be kept in place by more than the two T30 bolts and one rotating clip: something won't give on the right side. Am I right about this, or just afraid do use force? I suspect the barrier which runs inboard of the master cylinder.

I only remember the 2 bolts. That guy clearly took his out already and then put it back in to do the video. Because when I did mines, I remember you had to pull it kind of diagonally. Up and out and wiggle and then it pops out. Putting it back in was harder than taking it out though.
