The 3 screws (and the associated metal clips that they thread into) that go up through the very front of the splash guard into the front bumper are missing on my car. These 3 track the curvature of the front bumper, they aren't the ones that go down the sides or back of the splash guard.

Does any one the part numbers for the screws and the clips?

I'm not 100% sure, but I believe they're as follows:

Screw: 07147177492
Securing clip: 51717195796

You can check the diagram here: http://www.realoem.com/bmw/enUS/showparts?id=BD53-USA-02-2005-E46-BMW-330Ci&diagId=51_3274#51718268344

The plastic expanding rivet (#20) works on the sedan, but is more of a pain to remove when you need to drop the splash pan.

Those aren't screws and clips on the sedan they are the plastic rivets. If you look closely, you'll see why

So the screws/clips run along the sides and back of the splash guard, while the plastic rivets are used up front?

May explain why those 3 plastic rivets have fallen out over the years...

Yes that is correct
There's nothing special about those plastic rivets , you can just get them at a place like AutoZone

Probably left off during an oil or fluid change that required the splash pan to be removed.
