How does install work? Do they just reimburse you if you take them to be installed somewhere?

Doubtful - they want you to install them at Costco.

Costco orders the tires when your order is placed. And when the tires arrive to your local store, they offered me the option of picking them up or having them installed. Last time I had a full set installed and had no issues.
