Are shocks supposed to come apart like this?

So I previously posted about the rear of my car being unlevel, probably because I jostled a spring while replacing the shocks. After removing one of them, the little side metal bracket came off. Can I just tap it back on? Durnit

That is just a flat washer that is pressed on the shock body. You can install it back on.
