No it does not have the ZHP package. You can read up on the ZHP package here and get the specifics of it http://www.zhpmafia.com/forums/showthread.php?1789-Frequently-Asked-Questions-(FAQ)-About-the-BMW-E46-330-ZHP-Performance-Package-Option

I was trying to tell by the pictures. One looked like it had red on the dial indicators but wasn't sure, also didn't know if the steering wheel and wheels had been swapped. Thanks for the 2nd opinion. guess I'll keep looking

The main giveaway for me was that it didn't have the M-Tech II body kit. If you look at the FAQ, it doesn't directly have pics of it but the front bumper and rear bumper are slightly different. Also there was no rear spoiler on the trunk and the steering wheel is different. I believe all ZHP's have a sport steering wheel whether it be leather or alcantara.

The quick thing I look for if I see a car on the road (since I see a lot of people w/MTechII on non ZHPs) is the shadowline trim around the windows

Yes. All are 3 spoke with the ///M. Red needles can be achieved on any e46, very simply.

Every major markets has expensive areas and every major markets has poor areas. Having been to Atlanta too many times to count, I'd say ATL is typical of most major markets with both expensive and poor areas.
