Clutch stop.
I would say my favorite "affordable" mod to my blauzed is the E90 hidden compass/homelink recessed grey clown nose auto dim mirror. It looks so right in the sedan/touring models...

First one I can think of is CDV delete, as that's free. Oh, and also deleting the underhood insulation, if it happens to be crumbling.
I think another good budget mod are quality wheel studs, a kit from FCP is about $120, it makes swapping wheels so much easier and you can replace them every other year or so under warranty.
Headers. Hands down nothing better for the e46 bang for your buck wise.

Man, I love the responses! I wish I had this type of help when I first got in the E46 game.
