What is the reason for the extra turns past a specified torque value?

I speculate (i.e., don't know) that engineers intentionally strain the screws to facilitate failure in the event of a crash. I base this partially on heresay on this forum. As for replacing the screws in the future, I plan on sourcing the screws and washers from "Bolt Depot" or Fastenal" to save big bucks.
I wonder if those qualify under FCP’s replacement program. My first thought “oh $3.04/ea. isn’t terrible.” And then I remembered there are 8 of them.
I ordered new spark plugs since mine are burnt.
