That isn't the highbeam bulb that's illuminated. I installed city lights, which get installed into that empty hole in your highbeam bowl. See where the light is coming from? It's not the same thing as what you're referring to.

Ah, I understand now. Mine aren't even high beams. They literally don't come on unless I pull the lever towards me. It's like they are menat to flash them, but never to stay on. Maybe this is normal and I am just a noob... sorry if that is the case. Either way, I really like the look of the running lights in yellow.
Some people have that bulb configured as Daytime Running Lights, where it's pretty much the bulb at half brightness, on with the ignition. It's a simple matter of coding. Yours happens to be coded off.
My setup is a retrofit solution. I didn't do it the OEM way, which is hooking it up to two pins on the LCM and recoding it as a euro LCM. Instead, I hooked it into my angel eye harness so it functions the same way.

Is there a way to program them to only come on when you turn it to the first position (when the corners turn on)? I don't know that I want them on full time, but would I think they would look great with the corners and such... like you have in your pictures.

I got a similar result by replacing the "flash to pass" high beam lamps with some Nokya yellow lamps, and programming them as the daytime running lights using PA Soft
