I wouldn't doubt that the quality of the smog program is far from perfect. Much like any government service really. It's not surprising that people take advantage of the the laws in place to benefit financially and be a pain in the ass by doing so. However, it's better than nothing and, in my view, it should be there. Obviously, the discussion about how we can make it better should be encouraged. However, I can't agree with the argument that we simply don't need this. To me, it seems ignorant of the big picture.
